As you study the evolution of emergency management you will  come across references to real disaster situations and how emergency  management responded to handle such events.  Much can be learned about  the discipline through such case studies. write a paper on a particular emergency or  disaster situation from the list below that has occurred in the United  States and describe the “lessons learned”.  Using these lessons, I would  like you, at the end of the paper, to identify viable ways that key  lessons could be implemented so agencies handle future incidents better  and do not repeat mistakes made on the identified incident.

1)     A review of current literature on the  particular emergency or disaster to include citations from your textbook  and a minimum of three other publications,

2)     An introduction that includes the background of the event,

3)     A description of the “lessons learned” from the event ,

4)     Your analysis of how such a situation (or the  impact of such a situation) can be prevented in the future or how the  response to a similar emergency or disaster that occur in the future can  be improved upon. This should include how principles learned during the  class from your textbook could be applied (such as use of the N.R.F.,  N.I.M.S., etc.)

5)     Identify viable ways of implementing lessons learned solutions on future incidents.

Structure a real argument and tell a real story. A research  paper is not merely a collection of internet articles and book  citations you dug up and put down on paper, it is the way you weave all  of that into a story that convinces the reader that you know what the  story is and understand how improvement in future such situations can be  made.

 

Topic Choices:

1) Tuscaloosa, AL tornado – 2011 – This event may be a precursor of  things to come, since there is some evidence that “tornado alley” may be  shifting east.

2) Hurricane Michael – 2018 – The impact of this powerful storm is still being felt in Florida.

3)  California “Camp” Fire 2018 – There is a wealth of  information on this tragic incident and wildfires are becoming more  numerous and more intense.

4) New Madrid earthquake 1811 – While this event occurred in  the 1800’s, there is a big concern that we may be close to having  another event in this area. The threat is real enough that response  exercises have been held recently to prepare for another earthquake.

5) Mt. St. Helens Volcano eruption – 1980 While somewhat dated, a  similar event may happen in the future in the Cascade range of the U.S.

This book is a great tool that gives people a great deal of optimism. Ripley (2009), makes me
know how different I can react in cases of any danger or death. The book makes me understand
what makes a difference when one is between the matter of death and life. The most surprising
thing with the book is the wisdom that the author has demonstrated on humanity. She exhibits a
lot of elegance of her brains and resolves to solve the inadequacy of most of the revolutionary
responses. The most comforting and fascinating thing is her discovery on the ability of the brain
to perform the best with just minimal help.
There are a lot of things in the book that I have read and can influence me in what I do both in
the present the future. For instance, bearing in mind that we live in a world confronted with
unexpected natural calamities and crimes, as Ripley (2009) puts it, I am always in suspense
over what I can do if, by chance, I am faced with any of such. The book makes me understand
that if such happens, there is always luck based on one’s thinking. Therefore, a positive thought
might lead me to do an action that saves me, while negative thinking can lead me to do an act
that kills me even before the disaster hits on me. After the reading, I understand that one’s
actions, if engulfed by fear, are more devastating. Therefore, I should try to avoid panic.
I have learned that, during an event of a disaster, people tend to act differently; some respond
to the disaster based on the fear within themselves, and others respond based on courage that
has always build within them. However, it is fascinating that one can act as a rescuer when in
the same, they are hit by the disaster. This is represented by the story of Zedeno and Robert
(Ripley, 2009). It is fascinating as one hopeless person who is determined to live can insert
hope one another, one who is exceptionally pessimistic.

If I could share one thing with either a peer or a friend, the one thing would be hope through
determination and optimism. I would always encourage such individuals to find hope as it is very
much important when one is confronted with a disaster that puts them in a matter of life and
death. I would tell them always to follow what their positive instincts tell them in such cases.
The Unthinkable makes me understand that positivity and help are very much paramount when
one is confronted with a disaster. Through the use of the past stories about the people who had
escaped the hazards, I am presented with a challenge to always have positivity in case I am
confronted with any disaster of the kind. I am fascinated by the fact that one can examine their
dark brain sides and get prepared in cases of any disaster. I would personally like to get my
brain examined to determine how it would be if I am any kind of disaster.

POST 2 –
The book reflects on how each person has a different response to the uncertainty of a possible
life and death situations. I enjoyed how Amanda Ripley dissects each probable reason from
psychological studies; an individual can be calm and confident; meanwhile, others may display
anxiety and hesitation when a disaster occurs. Is it through genetics, training, or traumatic
experience that resulted in becoming competent or hopeless? It is still a mystery of what the
reasons why individuals have created these skills and traits. One validation from the book, I
agree, was how to overcome fear by developing yourself physically and mentally through
training of becoming resilient. According to Ripley (2007), three areas tend to be characterized
in this skill “a belief that they can influence life events, find meaningful purpose in life’s turmoil,
and a conviction that they can learn from both positive and negative experiences” (p. 91).
Tommy Walker, a firefighter in Kansas City, Missouri, presented a great example of how a
crowd can cause more complications while panicking. Walker and other people inside the
restaurant heard an explosion underneath the basement, in which the crowd was frightened and
quickly escaped to the front entrance. As the crowd stampede through the front entrance,
Walker was calm and collective to examine his situational awareness. He noticed no visuals of
smoke, fire, or threat, and remained at his table eating pizza. Once the restaurant was empty,
Walker walked outside, finding an ambulance arrived on the scene, treating the crowd with
minor injuries who panic. I can relate to Walker’s experience, where most of my responses are
hazmat calls. It takes time to respond, protect, identify safely, and execute an incident action
plan.
I learned a common reaction called paralysis, where an individual tends to freeze and feel
impervious to pain when a significant event happens (Ripley, 2008). For instance, when the
Virginia Tech shooting occurred, one student saw the gun come into the classroom’s doorway.
The student froze during this time and delayed him to duck underneath the desk. It was difficult
for the student wanting to escape but hindered his plan while the shooter was approaching the
classroom. According to Gallup, paralysis has become a typical response during a life and
death situation (Ripley, 2008). Individuals become overstimulated of all kinds of information,
which creates a slow reaction to perform any task during critical events properly.

I would share with my peers or friends is to remain calm and collective. Panic is a virus that
quickly spreads and consumes a person’s level of stress to become ineffective in performing a
task. Therefore, a solution is to prepare and plan for any event to protect our loved ones.

1.Reflect on this book and how it impacted you. What was surprising? What was confirming?
In the book, The Unthinkable the author, Amanda Ripley (2009), interviewed many people in a
bid to explain how people respond and react to disasters. She concludes that most people
follow three phases as follows. First, they deny that anything could be wrong. Second, they
deliberate on the presenting options. Finally, they make decisions on what to do as well as what
not to do. The findings presented by the author were surprising. For instance, the first phase,
which is about denial, came as a surprise. How does a person deny a disaster when they can
see it right in front of them? It means that there is a rapid moment when a person’s brain does
not register and synthesize information in a normal way when a disaster happens.
2.Did anything you read influence you in the present or in terms of what you will do (or not do) in
the future?
Ripley (2009) states that all the victims start in the same place and go through the three stages.
Specifically, the denial phase, which usually takes the form of delay, can be fatal. The author
has shown how it led to fatal outcomes during 9/11 and also through the account of a man who
waited for Hurricane Katrina in New Orleans. Being able to quickly overcome the initial shock,
which leads to the denial phase, is highly essential. Overcoming the situation fast will allow me
to get into the deliberation phase faster
3.What did you learn about how people react in a disaster event? Did anything surprise or
fascinate you?
As learned from the book, people start in the same place and progress through three phases.
The author has shown that the denial phase is critical as it might expose a person to more
significant risks, especially in major disasters, such as hurricanes and terrorist attacks.
4.If you could share one thing with a loved one or peer, what would it be?
A loved one should understand the nature of the survival arc, which details how individuals
respond to a disaster. Telling them about the three phases is crucial since it will inform them
about how they should respond in the event of a disaster. It is worth sharing the accounts of the
people who made the wrong decisions and, in return, put themselves in the way of harm, such
as the man who waited for Hurricane Katrina in New Orleans.

What act stuck out to you the most? Why?

The entire audio entails people who recount the devastating happenings that occurred in New Orleans following the Katrina Floods.  There are several things that have come to my mind after listening to that audio; agony, grief, and resilience. It is evident that the psychological scars still linger. Today, 15 years later, I feel and think that a number of these survivors continue to experience mental-health related problems following the storm. Most of them are people who need psychological support to reinstate their mental stability. The loss of sense of self and social network that accompany familiar surroundings and basic necessities lead to damaging psychological health complications.

What would you find the most challenging as someone involved in Emergency Management or as part of a Recovery team?

Looking at the entire story, there are numerous challenges that the people involved in the emergency response team encountered. First, I think the response to this disaster was challenging because the civilians within that state had embraced the culture of not assisting themselves. Coordination lacked within the local level. People lacked respect for the police who returned the same agitation to them. Looting was rampant.

Normally, in major natural disasters, until the local government gains control of the area, the federal government cannot intervene because they are not supposed to be the first responders. Therefore, the lack of civilian volunteers magnified the disaster therefore presenting a heavy and challenging task to the recovery team.

How might these experiences have been better prevented?

To curb such experiences, several measures could be put into play, and a civilian defense corps organization could work miraculously. This could be a group that can perform and organize civilian response in case of any disaster. A good example can be traced to Texas, where the civilian volunteers make up an army of assistance. Therefore, the government must start involving civilians in all of their disaster preparations plans because there will never be enough resources from the government to cover dangerous disasters.

What can we do to build more resilient communities BEFORE a disaster strikes, so the impact of such a disaster is lessened?

It should be noted that no single entity or sector has definitive responsibility for enhancing national resilience. Similarly, no definite federal agency has all of the responsibility or authority, all of the suitable sets of skills, or enough financial resources to tackle this escalating problem. However, I think that a vital responsibility for the mounting community lies with the residents. Guidance, input, and pledge from all levels of academia, state government, and from the private sector, and community-based and nongovernmental firms are required throughout the process of building a more resilient community.

In a nutshell, to build community resilience, a community should develop abilities in areas not limited to the active involvement of all community stakeholders in health event development and individual preparations, expansion of social networks, the formation of health-supporting to enhance both physical and psychological health of the community.

What must be done AFTER a disaster in this context to build community recovery and resilience?

A major way to start the post-disaster recovery planning procedure within the community is by hosting a forum.  Such forums grant a platform for local governments and organizations within the community to share available resources and important information to better organize the community to recover from a tragic disaster. Additionally, these forums allow the members of the community, health experts, and the technical experts to work jointly to integrate knowledge, experience, and values to help the affected community. Through this, establishment of strategies to effectively respond to the post-disaster psychological and physical health requirements of the members of the community and reconstructing plans for social and health systems can then be immediately activated.

What act stuck out to you the most? Why?

The most act that stuck out to me is how some authorities fail to carry the duty of care to assist people in disasters. For example, the federal government’s role in supporting people in emergencies is crucial by rescuing people and providing shelter, food, and water to all the affected populations during disasters. Thus, the act stuck out to me is that when some authorities fail to provide buses, trucks, trains, and planes to evaluate victims by saying it is not their job (Glass, 2005). I am taking the Organizational Management and Communication course this semester, and I have learned that good leadership, particularly those working with organizations that respond to disasters, should not just think about their jobs and tasks. They should do their best to support the affected communities. This act stuck out to me because it shows how people compromise others’ safety during disasters simply because it is not their job.

What would you find the most challenging as someone involved in Emergency Management or as part of a Recovery team?

The most challenging thing that a person involved in Emergency Management or Recovery Team face is watching some victims suffer from the disaster’s impact. According to Denise Moore, it is heartbreaking to see victims suffering from dehydration, yet it is challenging to help them at that moment (Glass, 2005).

How might these experiences have been better prevented?

The best approaches to implement in preventing challenges faced by people working in disaster-affected areas are to equip them with all the necessary inputs that can assist the affected people. In that regard, the federal government and the state government need to collaborate to empower people working in the recovery team. For example, Denise Moore recalls how the victims of hurricanes shared food and water (Glass, 2005). Communities should not ignore warnings about a disaster to ensure adequate disaster management measures. Also, communities need to report any signs that may trigger a disaster.

What must be done AFTER a disaster in this context to build community recovery and resilience?

In most cases, a disaster causes deaths, injuries, and destruction of properties. Therefore, after a disaster, many people develop emotional distress and mental issues such as post-traumatic stress disorder and depression. In that regard, it should be done to provide medical support to the victims to ensure they recover from the trauma (Glass, 2005). It is also essential to compensate the victims to ensure they recover from financial losses. 1.What act stuck out to you the most? Why?

The thing that struck me most is the fact that people who had been displaced by the hurricanes could not be helped by the government which is supposed to protect them. The displaced people were living in deplorable conditions that the government through respective authorities would have resolved. It was wrong for the police and the national guard to turn away people on the bridge when they were; looking for a better place to stay. The police were shooting at the people and there were orders from the authorities for a shoot to kill on any person who crossed the bridge.

2.What would you find the most challenging as someone involved in Emergency Management or as part of a Recovery team?

The biggest problem in the management of such an incident is the dilemma that is presented by the authorities and the need for human help. Displaced persons needed help but the authorities could not allow the responders to get to the people. Bridging the gap between authorities and people needing humanitarian help ought to be driven by the overall goal to help humans. the coordination of all the required personnel in response to a disaster is of paramount importance and in this case, it was poorly done.

3.How might these experiences have been better prevented?

To prevent such experiences, there ought to be a coordination between the government authorities which include the police and the national guard and the responders to the humanitarian needs. The government authorities should have been involved in the response to the hurricanes by channeling the resources to evacuate people from the area when it before it worsened rather than blocking them from leaving the area as the situation continued to worsen.

To ensure that communities are resilient to such disasters, there is a need to ensure that the stakeholders in such a disaster are well-coordinated and perform prior grills and training on how to respond to such a disaster so that they can respond with ease and effectiveness. Educating people on what they can do when in such a problem to ensure that they can be able to get through. Another way is ensuring that there are enough resources in all situations such as responders, food, and water.

5.What must be done AFTER a disaster in this context to build community recovery and resilience?

Providing victims with basic needs such as food, water, and clothing. Another way is to support them to get jobs so that they can be able to resume their normal way of life. Providing victims with psychological support because they may suffer from trauma, hallucinations, and delusions is also important in re-establishing a disaster-destabilized community. Supporting the victims by giving them resources, finances or ways of making finances and integrating them into well-established societies or ones that have not been affected by the disaster can be a great way of re-building such a community.
