Step Two: Read and understand the bill and write a summary of what the bill does in YOUR OWN WORDS this description should include:
- Who the bill affects (population e.g. men, women, children, veterans, certain income group etc, location certain states, all over U.S. etc)
- What the bill does (changes something, adds something, removes something, labels something)
- How much the bill is expected to cost and why ( will this increase costs, reduce costs, shift costs, etc and why and how have these estimates been arrived at, if there are no solid numbers, provide your guesses as to what will change related to cost using research from the web and literature)
- Research and include information from reliable sources with APA style citations of peer reviewed literature.
Step Three: Determine which Senate and House Committees would have a role in enacting this bill, and which Administrative Divisions of the Federal, State, and/or Local Government would be involved in the oversight or implementation of this legislation were it to be enacted.
List the names of the legislators, and administrative officers and their executives who can impact this legislation. Describe their likelihood of legislators on the committees or executives to vote for or against the legislation based on a review of information available on these individuals.
Step Four: Find at least two non-profit or advocacy organizations or offices that would care about this legislation. List the names of these organizations and describe what they do in your OWN words. Provide website links to these organizations, phone numbers, emails and addresses if available.
Step Five: Explain in your own words why you selected this bill and what your personal passion or interest is in this legislation. Discuss how you or people you know might be impacted by this bill and describe how this bill might impact the overall health for individuals living in Orange County or Los Angeles County. Use a minimum of five peer reviewed sources of information to provide background and show that you have researched the topic and have a strong understanding of the issue. Discuss ethical issues in the implementation of the bill.
Steps Two through Five should be the content of your 5-7-page APA style essay paper. This must be submitted in a MS PC Word document file to the Turnitin Link on the Canvas page. Similarity reports should be less than 25% or you will receive a 10 point penalty and report to Academic Affairs if the paper is not redone to meet this standard. Estimate 1-2 pages per section above.
Step Six: Write a Policy Brief for this legislation that will go in the appendix of your paper. The formats allowed for the brief are MS PC Word or Powerpoint, however it should look like a policy brief and not a presentation. There will be a 20 point deduction for briefs that do not meet this format standard. This brief should be 2-4pages in length and it should be addressed to a general audience. The brief should include all of the following elements:
- Background – Description of the Bill
- Population
- Cost
- Change proposed
- Background – Description of the Problem
- Why is the bill important
- Case study or table or chart showing impact
- At least 3 statistics from RELIABLE sources on who and how individuals are impacted
- List of Committees and Legislators who can impact the bill and their email or contact information
- Resources
- List at least two organizations who would provide resources on this bill
- Description of what do you want to happen
- vote for or against this
- give money to this
- change this policy or protocol from this to this
- Discuss two recommendations that describe in appropriate detail the changes and ideas related to this bill in your own words (This should include Action needed, and at least three key talking points)
Research Paper Timeline
1.: November 23rd: Research Outline is due (Submit as soon as you can. The Canvas submission will be available beforehand if you would like to submit earlier.)
